Guangzhou Arrests Made During High Profile Raid

CISAA Investigations dating back to 2010 revealed a high risk manufacturer of counterfeit imaging supplies. During inquiries it was verified that the prime suspect was the owner of an illegal assembly factory and two clandestine warehouses in the Baiyun district of Guangzhou. A complaint & brief of evidence was submitted to and accepted by the Luogang PSB (Public Security Bureau) and a raid date agreed on for early April 2011
Leading up to the enforcement action, CISAA investigators conducted ongoing surveillance on the three locations to ensure there were no abnormal conditions or obstructions before the time of the police raid action.
In the afternoon of 12th April 2011 police officers commenced the action by setting up a road block and stopping a vehicle nearby the target factory. They apprehended the driver who was identified as a brother of the factory owner. . A quantity of counterfeit toner cartridges was seized and the driver was required to accompany police back to the target factory. Shortly after, an entourage of CISAA agents and more than 30 police officers conducted a full scale raid action on the factory and the 2 nearby warehouses.

Upon entering the factory building, another brother was caught trying to make his escape from the basement level carpark. He was interrogated on the spot and handed police the key to the 4th level factory.
Police officers and CISSA staff entered the 600 sqm factory. There was a meeting room, an office, a testing room with 27 test printers, a workshop with a large assembly line, a filling room with two filling machines and a large adjoining warehouse. Approximately 1200 toner cartridges and many thousands of accessories and counterfeit packaging were seized. . With sufficient evidence at hand, several persons were arrested and taken into custody..
Both warehouses also contained significant numbers of counterfeit accessories and packaging. In all, the operation was a great success in which approximately US$1.8 million worth of fake imaging supplies and components were seized.
Police have issued a warrant for the arrest of a third person, believed to be hiding in North West China.. The photos below were taken during the raid:
